A hard surfaced track allows quick and easy walking over the moor. Back in my youth (aka 'the Seventies') this was not here and crossing the moors was usually a hard struggle through very tussocky terrain. Presumably, the track was built to allow access to the various plantations that have also sprung up since those rose-tinted days of yore.
