Grasshill Causeway crosses moorland between the upper valleys of Weardale and Teesdale. It is apparently a public road and a website, The Green Lane Finder, http://www.greenlanefinder.com describes it as the highest road in England. By normal motoring standards the road surface is very poor though several decades ago the photographer did see a Fiat 126 parked at its highest point - above 670 m.
