The name arises from a probably apocryphal story that Oliver Cromwell took refuge here. In the 18th century a barge moored by the island was used as a toll booth to levy charges on river boats - see https://en.wikipedia.org/wiki/Oliver%27s_Island. The view is from the riverboat from Westminster, about to call at Kew Pier.
