Several riders can be seen in the hush as well as a photographer, (on grass near to the centre of the image), who was recording every cyclist to pass. Presumably the route of the event left the hush before reaching the lower section as seen in - http://www.geograph.org.uk/photo/2803673 ! (A description of the purpose of a hush is also found there.)
