Hegdon Hill is the highest point for some distance around; it's a Marilyn - a hill with a prominence of at least 150m. It seems likely that the trig point is not quite the highest location and that a small, fenced and gated enclosure behind the camera position has land just a fraction higher; the photographers found the gate open and so had access to the ultimate point!
