As far as I can make out from the map, this lane goes from nowhere to nowhere else, skirting Harley's Mountain (to the left of the shot) in the process. Harley's Mountain is named after a local family, who in turn gave their name to London's Harley Street and own a lot of the property around this area, including Newton Cottages as seen in Richard Webb's photo at http://www.geograph.org.uk/photo/315065 You can tell a Harley - owned property because the woodwork is always painted in a distinctive shade of blue, known locally as "Harley blue".
