The crop is wheat and probably belongs to Warstone Farm. Administratively this is part of Bromsgrove, a second tier local authority in Worcestershire. The three tower blocks visible in the distance are in Halesowen and can be seen in a little more detail here http://www.geograph.org.uk/photo/1932975
